Introduction

The Municipality of Salvaterra de Miño is in the southwest of Pontevedra province, 60 km from the capital. It has 10,000 inhabitants and 62.5 km². It is a sparsely populated area, according to the Galician Institute of Statistics.

It is part of Terra e Auga Rural Development Group (RDG13).

Population and demographic structure

The population of Salvaterra de Miño has grown by over a thousand people between 1991 and 2022, representing a 13% increase. During the decade from 2012 to 2022, the population grew by 4%, which contrasts with the reductions in Galicia as a whole (-3.3%) and in the province (-1.6%).

By age group, the overall result showed a positive trend. The working age population (16-64 years) experienced a slight reduction of -0.6% in the last decade. The young population has increased by 5.5% since 2012. The population over 64 years of age has increased by 18%.

The increase in the Total Dependency Ratio (TDR) in Salvaterra de Miño revealed a positive evolution. Initially, it stood at 52%. Over time, this index has fluctuated until it reached 58% in 2022. The increase in the index was less than that recorded at the Galician and provincial levels, suggesting a potential improvement in the local demographic and economic dynamics. This could indicate a positive relationship between the proportion of dependent persons and the active population, which could contribute to greater stability and sustainability in the municipality.

Economy

The evolution of Gross Disposable Product (GDP) followed a similar pattern to that observed at the provincial and regional level. From 2010 to 2012, there was a decline and subsequent maintenance of a flat growth rate. From 2014 onwards, there was a period of growth that came to a standstill in 2020. In 2018, the GDP of Salvaterra de Miño was 0.88 percentage points. Between 2018 and 2020, there was a 2% decline.

The Gross Disposable Income (GDI) increased by 10% between 2002 and 2007, reaching 14,000 euros per capita. Subsequently, there was a decline until 2014. Between 2014 and 2020, the municipality experienced a growth rate of approximately 20%.

Using the register of social security affiliations as an estimate of municipal employment, we can see that between 2011 and 2022, the municipality had an increase of around 24% in the total number of affiliations. When analysed by sector, we can see that the primary sector has seen a decrease of -20%, while the secondary sector has increased by 13% and the tertiary sector has gained relevance with an increase of 36%.

In 2022, the activity rate in Salvaterra de Miño was 71%. The employment rate experienced a considerable increase, standing at around 61%. The unemployment rate fell from 24.6% in 2011 to 14.5% in 2022, bringing the municipality closer to the unemployment rates observed in Galicia and Pontevedra throughout the period analysed.

Energy resources

Salvaterra de Miño does not currently have any public facilities for renewable energy production. However, the development of these energy sources could significantly boost the area’s progress, especially in the case of community productions. The implementation of renewable energies would reduce dependence on unsustainable sources and would generate employment and promote local economic development.

The electricity consumption of Salvaterra de Miño in 2023, the municipality consumed 9,250.90 MWh of electricity. The residential sector consumed 2,515.15 MWh of electricity. The utility consumption, including municipal services, was 1,255.06 MWh. The industrial sector consumed 820.96 MWh. There is also an unspecified consumption of 4,659.73 MWh.

Evaluation of the energy situation

The EC4RURAL team met with the local government of Salvaterra de Miño and local legal experts. The purpose of the meeting was to discuss the different alternatives offered by the Galician and Spanish legal frameworks for municipalities to participate in an initiative for the production and consumption of electricity from renewable sources.

The project technicians reviewed the options for a municipality to decide to be an active part of an electricity production activity. They also discussed the existing formulas for making part of the public roofs available to community initiatives for the installation of the production units.

The Mayoress of Salvaterra shared the local commitment to renewable energy, mentioning the municipal facilities that already produce renewable energy and the projects that are being developed to advance the municipality’s transition to a decarbonised world.
